I work there. The lobby area is lovely. There are some restrictions going to the upper floors, and you have to go through security to even enter the bldg. The commissary that used to be there is long gone so there is no food to purchase. Just a few vending machines that haven't managed very well. But I like working there.

They are not taking appointments. You can drop off your documents and fill a cover page and inserted in the drop box next to the security guard at the main lobby. Then they will mail to your address make sure you have a $20 dollar check or money order
They send you to a notary to seal the document and fill out a form and an envelope, then you return and they seal it, you deposit it in a mailbox with a check or money order. They ship it to your home in one to two weeks by mail.

first you have to sign the travel permit in front of a notary to get the certificate and then you bring the notarized permit to this state department and they will issue an Apostille on the notary's certificate.
