Because there's enough dogs in the world that need homes, and they are trying to prevent more puppies. They would rather have people adopt a dog then buy one. I'm not saying you're puppies wouldn't be beautiful, but there are so many dogs in the shelters that are being put down every day because there simply isn't enough room for them, they need to be adopted out of the shelters , hope that answers your question....
I would try and fix and reinforce the Fence so they won't be able to get out anymore...! This way you don't need to worry about it..!
