As far as I know it is open year-round. We were up there in March and got snowed in for a couple of nights. There are several campgrounds run by the Rangers, but we did free dispersed camping, so I'm not sure the cost of the campgrounds. You have to get a permit for the dispersed camping and they will tell you where you are allowed to camp. Of course there are no facilities and no campfires are allowed, but it was free and we had a blast. I would check with the ranger district on the cost of the actual Campground. It's very beautiful
Camping is generally $5 a night for the big Laguna campground. Snow chains are sometime required but the campgrounds bare open year round
