SF SPCA is a no-kill shelter, but I don't know about Animal Care & Control. So sorry about your dog.
Worst case you surrender your dog to a shelter that will care for it. SF is no kill so they may care for your dog until they pass. I'm just a supporter to call animal care and control probably
