My neighbour whom I share a garden with has two dogs that spend all day in the garden, refuses to pick up poop. It’s now become a health hazard. I’ve also noticed more rats. Any advice on how to deal with this matter?

Notify SFACC and the health department, they will be sited for the violations, if you rent, notify the landlord(it's also their problem).

I would call animal Care and control and ask them to send an officer out to take a look at the situation, and then go from there.
