Starting at midnight and 3 am, the phone system releases appointments two weeks out. Subtract three business days from your flight (appointments have to be within 72 hours) and two weeks from that—then make your calls. In your case, July 27. However, if you have a lot of time on your hands, I recommend using a computer. Open multiple browser windows and click the "search" button like crazy. When an appointment pops up, you have to pounce immediately—they disappear in fractions of a second.
You can book an appointment 2 weeks prior but the appointment will take place in the 72 hours before the flight. You have to. I dont believe it counts weekends though. What happened with me was I had a flight booked for July 11 so my appointment was on the Wednesday before it. I ended up having to delay the flight... but it wasnt an issue because I already had my passport. Btw, I would suggest booking the appointment over call. The website seems full no matter what. It takes a lot of tries to reach them, but keep calling and trying preferably early morning. Good luck :)
