Just go during the day for the flowers and plants. Some parts are not accessible but most of the park is.

There are places to go with wheelchair, and trails with packed dirt if they are a bit rugged. They can still see Santa and listen to the singer while sipping cider.

It has some trails, but very few of them paved. Lots of hills and uneven ground.

Not really. Only the central courtyard can be accessed via wheelchair. The gardens in Encinitas are not wheelchair friendly with stairs, dirt paths, and steep inclines.
