Go online and join the American Horticultural Society. The annual pass for 2 people is $50. This will get you admission to Quail Gardens and other gardens across the nation, including the Japanese garden in Balboa Park. Then you only have to pay the $2 for parking. Two visits and the pass pays for itself!

If you have small children, i cannot endorse the family package enough. Two adults + all children under 18 for $85 / year including parking. Then we paid an additional $40 for a caregiver pass. This one is transferrable to our nanny or babysitter that day, or a guest in town. This place is so great for little kids, with activities & concerts specifically for them.
