No, unfortunately it isn't. If an animal isn't adopted within a time limit it will be put down. I don't agree with this, in fact I feel it should be a no kill shelter. Also the service isn't the best. I've adopted two cats here and both bad experiences. The employees are rude and don't answer questions very accurately.
No kill means that they do NOT kill/euthanize animals. This place does euthanize/kill animals of they aren't adopted or the owners don't retrieve them after a certain amount of time

I don't know what you mean by "a no kill", but yes it is a shelter and one that I've had a very bad experience with; however, to answer your question, yes. It is a shelter.
