I called Silver Cloud Hotel and you do have to pay for parking, guest or not. With taxes, the rate is about $49.00 per night. They do have a restaurant/bar downstairs. Hope this helps.
All hotels in Seattle charge for parking. I think ours is still in the low end as a lot of the ones downtown charge $50.00 on up. My advice is take the Amtrak to get here or if you are flying do the light rail. The hotel offers a complimentary shuttle to downtown and cruise ships. Leave the car at home!
