Only if you have a backpack. The neighborhood is fine its just a confined space and lots of steps.

It is quite a bit of walking, so if you don't mind carrying your child, it's ok.
When I went there was a man with a baby strapped to his back.
Is it safe? Yes. Is it okay? Probably not. There's a fair amount of walking and a few flights up and down steps. Also you'll be in a dirty confined space with varying amounts of light.

Nope it's not a child friendly tour. It will be hard for the parent/s and hard on others in the tour
Yes, it should be fine if you carry them. There isn't room for strollers on this tour.
