You should consult your physician. I don't know too much about epilepsy but I believe the 45-second elevator ride does involve accented bright lights a few times on the way up/down. Nothing like a strobe light at all, but there are accented bright lights a few times on the elevator ride. It should be fine but also be noted.
Depends on what triggers the seizures but other than that it is accessible and very secure in my opinion.
That's more of a personal question for the person with epilepsy as this would depend on what the seizure triggers are for that person as an individual. Ie: This is very high and so if being scared is a trigger and there is an underlying issue of a fear of heights then it would not be recommended. However, if your asking in reference to the rules and policies of the Space Needle, I dont believe there are any rules against someone with this condition being allowed access to the observation deck.
