No. The Space Needle is doing construction but there are plenty of food places nearby in walking distance including a McDonald's one block away if you just need a quick bite.

The only shop that was open at the top when I went last month was a small shop serving coffee, popcorns, chips and chocolate. No other place for food was open at the top.

Not really. There is some food available at the top but the restaurant is not open.

Yes

The restaurant is closed while they renovate. So yes technically it's still there, but it's not open.

When I went there half of the restaurant was up and running the rest was under construction.

No, most of the space needle is under renovation.
