The Space Needle is under restauration of all the building and only the top floor and souvenir store were opened when I visited it.

I'm not sure , sorry , I didn't get a chance to go visit the restaurant, but call them , or show up and see what happens, worse case , you might have to sit at the bar or wait for a table
