The ADA lift to reach the outside of the observation deck is still under ongoing renovation but will hopefully be fully functional within the next few weeks. Everything else is accessible to guests in scooters or wheelchairs.
Yes but on top floor there was like 2 steps to come out to observatory. Im sure they can acomidate you as long as you ask.
