You'll only need to pay if you want to ride the elevator to the top of the needle but if you're just going to visit the gift shop you should be good!

No you dont have to pay just to visit. You can get in area, take pictures etc. You only pay if You want to ride to the top of the needle

Yes you have to pay to go to the very top. You can visit the shop at the base of the needle without paying anything, though.

We purchased the Seattle Pass which gives you 2 entrances to the needle. 1 for a day time view and the other for night time which gives another perspective on the City.
