Is this park dog friendly?

Yes it is, I saw dogs swimming in the ocean

I saw a bunch of dogs when I was there and none of them had on a leash. But that doesn't mean they don't need one so I'm not to sure

You need a leash... but if you go down to the next access road and take a right on the beach drive down to the northern-most side of the jetty... that is park owned but locals there are cool with dogs and that section is unpatrolled by TPAW.
