There is no restriction on age but remember it is a cave and while it's a great experience your child may not do well in strange closed in environment. Also while strollers are permitted it will give you a workout as there is many spots of uneven path and there is a long stair section to get down to cave entrance and back.
I dont believe so. They will need to be old enough to walk (no strollers) and have the patience for the hour and a half tour without interruption, but we had some young ones on our tour. They will need to be supervised and follow direction, mostly, because there are strict penalties of anyone touches the inside of the caverns. So it's probably your call on what your child is up for.
