The best time from a historic standpoint is June 25th, but the end of May is a good time. Make sure to stop and see pompey's pillar as well.

I went in early November. It was cold and rainy. There were only a handful of other cars there. Even with the rain, which stopped after about 30 minutes, I was able to see everything I wanted and shoot all the photos without people getting in my way. May may be a better month for the weather, but you'd do better to find a time when it's less crowded.
I agree May would be beautiful
May is good. Only bad time would be during bad weather. It can get crowded there during peak summer travel, but not so bad that you cant still see it. May would be nice, prairie should be springing up by then and not too hot. Indoor interpretive center and museum and outdoor driving or walking trails.
May - September, early October may be the beneficial time to visit. If you go in the winter months, you may run into bad weather, i.e. snow and ice storms, and may be stuck on the way to or from between any formal towns on the interstate

Good time. It will be warm and you can smell the flowers that bloom
We were there in June, but I think anytime is a good time to visit. Just be weather tolerant in spring or fall.
