Better check with the park rangers, BUT.......it's certainly windy enough up on the "Rock!"
No. You can not fly anything while there. Not even when off ER. It's listed in TX State Park R&R. But think about a kite club or remote airplane group going up & flying 15 or so kites or crafts. It would suck!
For safety I'm sure it would be prohibited. Too easy to fall over the side.
I would ask. It was super windy up there this morning.
I agree with Fred, check with office Staff as you check into the park. If you ars allowed be sure to bring it back down and put in your vehicle or dispose properly. The wind speed is twice what it is down below.
