There is, however your pass is good for around a week, I believe, or you can purchase an annual pass. There are discounts for military, and it's free if you're disabled

Not to visit the Fort itself, but it's in a National Park area and there's a $15 fee to enter. It's more convenient to buy a National Parks pass for $20, that is good for a whole year everywhere nationwide.

Ft. Pickens is in a national park, so you pay a $10 fee to enter the park if you don't have a national park pass. No additional fees to tour the fort.
