Is there a fee to camp, is it patrolled, is it open year round 24 hrs a day, and will I get in trouble campi g in my car for the night? Travelling through and don't own a tent lol thank you for any help

It's a large place with different sites. There is a free parking lot that leads to foot trails that I've seen cars park over night.
