I would ask the ranger station
I can't speak to the first 2 questions, but you should be able to have a fire unless there is a burn advisory (which I doubt as it hasn't been dry). Last year in May we were advised that we could keep a houseboat on shore during the day but not overnight (since people were sleeping in it who weren't paying for a camp site and there's a limit on how many people/tents/hammocks can be in a site... some of the rangers are very strict about this). However, we were able to keep jet skis anchored at shore. I assume the same rules would apply. I'd try to call the park office for clarification and to make sure that nothing has changed.
