Both in and out. Like Deborah said, the butterflies are in a screened in enclosure, but the museum is indoors.
The butterfly exhibit is in a large screen encloser that is attached to the museum.
The garden is a screened enclosure off the museum. So outside, but all kinds of shade from the wide variety of trees, bushes and other plants. There's also a stream and a waterfall. I haven't noticed it getting particularly hot.

The Butterfly Rainforest vivarium is an outdoor screened enclosure, exposed to the same elements as outside, but with shady spots and some strategically spaced pipes that pump cool air towards the benches. It can get quite hot out there in the summer, but guests can go in and out of the exhibit to cool off until the entrance closes at 4:30.
As previously stated, the butterflies are enclosed, but it is open to the elements. The museum is indoors. They do have an outdoor plant sale area.
