It's located in the middle of a bike trail so you will definitely want to visit it on your bike unless you want to walk a long distance and you definitely want to check it out during the day because will be able to see nothing when it's dark out. I ended up seeing the most Buffalo at once at the end of the trail. It seemed like all of them were located in that one area, and that was at dusk.
I think you can access it any time you want, but it's best to go during daylight hours. I saw several buffalo just before dusk.
