I don't know if they have typical popular times, but I can tell you that I saw 3 buffalo at 4:00pm, and about a dozen buffalo at 6:30pm when I was leaving.
I drive by at various times of the day and more often than not, the buffalo are visible from the freeway, should be even more so at the parking area
