Mercer is in 2 parts. Westside allows bikes on its paths and trails. Eastside doesn't because it has the floral trails. However the area isn't that large enough to get in a decent ride, go to nearby Pundt park. It has paved trails and a picnic area. 4129 Spring Creek Dr, Spring, TX 77373
On the other side yes they have hole and bile trails just not in the library side.
