In the north park there are caged dog runs. They even have water hoses inside and at entrance so you can wash your dog. Small plastic pools you can fill are available too. Never saw any dogs in the pond in south park and frankly wouldn't recommend it as people are usually fishing with their kids. Assuming you are referring to pond near Stubner Airline. The puddle near the restrooms used to have nutria in it and ducks. Not very clean.
I don't know if there is a lake in the dog park, but dogs are not allowed in the lake on the south side of the park. Dogs are allowed anywhere in the park on a leash, but off leash is allowed inside the dog park.
I don't know about swimming but yes peoples came with there pets with chain.

You could try lents park, is a really nice dogs park and is segregated from small and large dogs. Has lots of shade and plenty of room for your dog to swim and run
