Yes, but there are leash laws. My dogs love this park. The water fountains also have dog bowls attached.

I didn't sny today
It is concrete sidewalk all through and around the park. Across the street is the George Mitchell nature preserve. You may be able to jog there but I have read the ground can be uneven in places and weather effects the trails there.
You can technically host a small party there for free but it's still 100% open to public. Cant tell anyone to leave that's hanging out under the pavilion. Otherwise you can pay to rent it for a party and its officially yours.
$ 10 if you go over 48 inches. And if it's less than 48, I think it's 8 dollars.
