The beach itself is free, parking is mentioned above. You can bike, or maybe uber (depending on distance would determine cost benefit analysis)
Some motels or hotels in the area have free beach parking passes for their guests. I stayed at one and they gave me one after signing a paper that said if I lost it, I would be charged $500. Oh and I had to give my credit card details. Needless to say I kept that pass very carefully for the week I was there haha

$50 for non-resident parking during the day. Free after 5pm.
