No cost to climb, but you have to make a reservation. They do accept donations and sell souvenirs, as they are all volunteers. I highly recommend checking it out.

It is free tour but you will need to contact them in advance of your visit to be scheduled to go up. If by chance you mean distance to climb; it's a pretty good climb up. I think 150 feet up which translates to climbing up several sets of steep "ships ladders" to platforms inside the light house.
There is a tour to the top but you need reservations 2-4 weeks in advance. Realy worth it. Other tour is just up a couple layers. Google their sire for full details.

As i remember it is free but best to check their website for times. You can go up all the way without appointment. They do have souvenirs and take donations. You can also see old baldy from from this lighthouse as well.
