We took an 86 year old lady into the Valentine tube. The floor is pretty flat and we took her in almost 100 feet. You need a strong wheel chair with good wheels, though.
There are great roads with lookout points that i think you will have little trouble getting to and bring able to enjoy. There is also a small museum with Modoc and frontier history that is accessible. Though the caves aren't accessible, as previously mentioned, i would not skip this beautiful and historic site. I hope you enjoy!
There are a couple of short trails but none of the caves are.

The visitor center, picnic areas, and the paved interpretive nature walk behind the visitor center are all accessible.
