I believe Norfolk naval station is considered an open post. You can go to a gate and w proper valid ID and sometimes a vehicle search you can get in. Battleship row is pretty awesome.

You can also see them from near the casement museum. There is a viewing site up near the American flag. They even have a free viewer.

Yes, you can also see tankers. There is a shore line beach front on Fort Monroe. Go through the moat single lane with a light. There is also a light house. The sunrise and sunsets are beautiful
