You can drive on the parkway and visit all of the overlooks and attractions any day that does not have a big gate across the road with a closed sign. The roads are only closed due to inclimate weather (e.g. snow). Buy yourself a map of the PNF and strap on some hiking boots. My favorite is Looking Glass Rock near Brevard...Sliding Rock is also nearby.. When you are done, head over to Oscar Blue's Brewery.
Yes national forests are public lands and don't really have hours like parks do.
