Pets are not allowed on any trail. Lassen states that as a rule of thumb, pets on leash may only go where cars can go, so along the shoulder of a road. But no trails.
Service animals are allowed anywhere the public is allowed. Even restaurants and grocery stores. It's the ADA.
Not officially, but..... I spent a few days off season with a large dog. Nobody was concerned.

Dogs are not permitted on any trails or in the back country or in any body of water. They are only allowed in campsites and picnic areas on a leash less than 6 feet long.

No, dogs can only be walked on paved areas on a leash mainly parking lots. They often do vehicle free days where the main road is closed to traffic allowing you to walk your dog there. There are also a lot of forest service dirt roads around the park in the national forest areas that you can walk your dog on.
Check with the park on the regulations.
They are not allowed but every time my husband and I walk around Manzanita Lake there are people on the trails with their little dogs
