Hi Sarah, you need the title of the vehicle, a VSA 17A form (you can get from their website). If you are already licensed in VA just bring your ID. If you are coming from out of state you will need 2 proofs of residency (i.e. bank statement/utility bill/medical or dental bill no more than 2 months old with your name and address, renter's agreement/mortgage statement) something to that effect and another piece of mail with name an address. Just 2 of those. You will need to make an appointment at www.dmvnow.com. You also need a bill of sale if you bought it from a dealer (and any other paperwork the dealer gave you) if you bought it from another person: if its over 5 years old you should bring a SUT 1, if its under 5 years old you need an SUT 1A - which has to be notarized. You can get those forms online.
You have to make an appointment to go to the DMV or do it online.
