Yes you can get a driver's license with the address at UGM. Call them between 8:30 and 3:30 ask for Miss Brittany case manager for the men's division. I was blessed to stay there or two almost two and a half years. I highly recommend it to anyone so you can homeless shelter probably one of the better ones in the nation.
The Flag Building can get you whatever you need, birth certificate, social security card, take care of warrants, Drivers license/ID. Ask for Denise

If you can receive mail there its a valid address. The state of Texas requires one or two bills adresaed to you at your new Texas address postmarked within the last 30 days.
