I received a confirmation card that they received my tax returns on April 29,2022 but I still have not received my refund. Checking online doesn’t help because they have no record whatsoever. I already received my CA state tax refund. But federAl refund I haven’t going on for almost 4months now. This is not right!

Is impossible to get ahold of the IRS. Always busy and can't get someone to answer the phone. Filed my taxes 3 times and I have not gotten anything. The only time I was able to talk to someone cant even helped me, just told me to keep waiting.

I agree with Michael! Go to IRS.gov to see the status of your return and refund. Also, if you called today they are closed because it’s Juneteenth a federal holiday. So try calling really early tomorrow or late tomorrow about a hour before they close
That is the mail processing center so they should be.
I work at IRS trust me certified isn't a guarantee and it's not always reliable that we get it. We get LOTS of mail that's not ours. TIP certified slows it down. Google "where is my refund" it'll tell if it's being processed.
Yes, you can set up a payment plan there is a form but not sure what it is. Google --- Payment Plan for Federal Taxes see what comes up.
