My USPS 1st Class PKGS keeps being left downstairs on the floor by the door of my large apartment complex. FedX and UPS delivers all of my 1st Class PKGS upstairs in front of my door. I have called and requested that USPS delivers my 1st Class PKGS in front of my door.

They are short staffed so one person might have more then their own route.
Go there and see the lines, they're literally out to the foyer I haven't seen more than 2 people working the windows so waiting on physical customers is their priority right now no stopping to answer the phone. People who are patiently & impatiently waiting in line would lose it

Mails normally delievered between 12 and 2 packages delivery is at the digression of the driver some maybe early in the a.m. some right before they deliver packages and some after
About 5-7 business days when you fill out a paper change of address form. If you complete the online version of a change of address form it may take longer
