Very nice park with great trails! I hiked hiked with my dog to up to Mount Pisgah. I would rate it as a moderate to difficult hike due to the elevation changes but reaching the top is very rewarding. Make sure you take a break halfway there to enjoy the views of the lake. The views at the top are also very nice of the area.

Yes they are but as long as they are well behaved and leashed.
Why not, they accept dogs on leash.
I think there are some kayak for rent at the campground at the south shore of the lake.
Not that I am aware of, I have never seen a sign like in groton
On the northern part of the lake, there is a beach with a toilet and a parking lot. But I don't remember seeing any cooking sites or firepits.
Willoughby State Forest is open for primitive camping. There are no designated sites and no facilities. You must follow primitive camping guidelines and hike into the woods to camp. No car camping, no camping near the lake. The guidelines state you must be 100 feet from a stream or water body, 200 feet from a trail, and 1000 feet from the road.
