Turns out the animal import center doesn't handle animal imports. Customs does animal imports. If you call customs they will direct you to animal imports but they direct you back to customs. You have to just show up. There is no way to reach then otherwise

Yeah, I did that and the import/export service doesn't handle handle imports lol. It only handles exports. Customs handles imports.
