Turns out the animal import center doesn't handle animal imports. Customs does animal imports. If you call customs they will direct you to animal imports but they direct you back to customs. You have to just show up. There is no way to reach then otherwise
I don't know. Try again and again. One thing, when you speak to them, ask who you are speaking with, just in case. Good luck. I know it can be done by mail but you are cutting it close.
