I recently did it. You don't nees an app regardless you can try to get one but you will still need to wait with everyone. Don't stress out grave all your papers and get there as early possible. Officials are very professional and helpful. Not worries
I didn't make appointment, i was very early in that office documents in my hands and that same day they put stamps
On line or by phone. Take a sedative and be ready to come back several times. We were there 3 times before e hoy approved. Everytime it was different things and, when corrected, new things were found. Horrible! It's bureaucratic Hell! My vet used to work for USDA so she knows the system and, even then, we had problems.
