There is no public parking facility for Smithsonian museums on the National Mall. Limited 3-hour metered parking and commercial lots are available—see parking map. Reserved parking near the museums can be purchased in advance through ParkWhiz. Getting Here/Parking: https://www.si.edu/visit/tips
I'm older and tend to meander. I totally get into the interactive exhibits. I recommend a minimum of 90 minutes.
If you mean the MLK Jr. memorial, it is about a 23 minute walk. If however you mean the African American Musuem of History and Culture, then it is about a 14 minute walk.
No, there is no charge! In fact, all Smithsonian museums are free to the public. This one is particularly, enjoyable.

I just went and it was really nice. The AC was on blast so it was very comfortable once you got inside and it wasn't a lot of ppl in there so we got to enjoy every exhibit on our time.

**NOTE: I think the other ppl who answered this question are referring to The Smithsonian Museum of African American History. The question (and my answer) are about The Smithsonian Museum of African Art.** We spent about 75 mins there. It's not a huge museum and it's not usually super crowded. Amount of time needed for museum visit depends on whether you like to breeze thru the exhibits or take in all the info and details.
There was no locker storage for visitors when I visited during the early opening.
It was a South-South art piece with coastal scenes in Brazil and in Africa, if I recall correctly. There is a plaque describing it in detail near the hall where you watched the film.
