The young man needs to be tracked down, if he has the title he needs to sign the back transferring the ownership to you. If he has a loan on the car while your with him you need to contact the loan department of the financial institution and get them to release the title to you. The bank is going to want the loan payed off before they do that... So hopefully what you payed is equal to or greater than what the young man owes the bank. Normally you would pay the bank directly and they would have the young man sign and you sign papers of transfer title.

Inspection must have been done in last 3 months and take the sheet they give you when you get it inspected, but yes they will give you a sticker for both there.
