I went to this office about three times during covid. It was a process. Sign in. Get a number wait to be called. I was always able to get my questions answered in person or over the phone. In person I was able to get my plans stamped and copied. Were they super nice and friendly like Disney employees? No. They were serious, helpful and to the point. I had no issues here. My entire renovation process was a mess but the department of buildings was never the issue.

I'm not sure but I tried to check also. Calls can be made anonymously even if you don't reside in the building.
Depending what boro you reside in, you will have to go to that DOB office and go to CofO and Records for all house information and drawings. Please be advised that each printed drawing will run you around $7 each. Hope this helps
A General Construction permit. If you are doing any kind of plumbing work you would need a Plumbing permit.
Not anymore. DOBNow.

No, they don't
That should be fairly easy if you don't owe him any rent or damages to apt. He has no reason to hold on to it assuming all is okay as noted above. If not l guess you go tru legal means to get it.
No. For a copy of a deed you have to go to the Finance Department
No, that would be the department of buildings
You have to file for a new C Of O so it can meet the purpose of usage. It must meet the regulations required for the change intended. If you don't you will be fined. Once this is done it will be inspected to see if compliance is met. Also, if it's your intention to convert it into a place of residence it will have to meet HMC (Housing Maintenance Codes, & MDL Multiple Dwelling Laws). Last but not least you should look into zoning regulations to see if your purpose is acceptable for where this property is.
Look for C of O. Aka Certificate of Occupany will tell you the story count which defines if it's a PD private dwelling (2 sty) or MD multiple dwelling (3sty's) or more.
Yes it is. In fact nothing supercedes that unless there's another c of o on file with a later date. A c of o is like our social security # for us. However you can make changes and updates and have a job attached to the current c of o as an update. Actually you should check to see if there's an application on file as of now. What's on you c of o might not be 100% accurate.
