This place was bad it had black mold the food was given to us raw the place was poorly run.

It depends. The adolescent units (where I was) was 10-17 and the adult units were 18+

No, and if you are fortunate they will not be lost or stolen. If you are REALLY fortunate you will not be a patient at PIW at all, where your earrings will be the least of your worries.
What services do they provide? Do they have therapy available as well as seeing a psychiatrist for medication?

That depends on whether you're inpatient or outpatient. I believe the outpatient program is adequate. Very little therapy is available to inpatients, as they are permanently understaffed and therapeutic activities get precluded when a crisis arises, which is often. You probably will see a psychiatrist, just not necessarily when you need to, and even if they prescribe medications you are not guaranteed to receive them.
