0 star! Government waste and inferior human capital. Superior and hi-tech Intuit Inc. headquarters in Mountain View, CA should be able to bid and handle their petty paper pusher duties. It will be less errors, better controls, faster turnaround time and/or even real time computing, with at least current times business technology to perhaps better ones. The difference in total public labor expenses can be reimburse to all California taxpayers while skipping CDTFA public employees Many of these managing and supervisory overpriced public employees graduated from the worst public colleges but is also the less specialized majors such as general marketing and business administration or their inferior past employers and job titles not to mention general business skills, menial duties, and general cheerleading management skills. Couldn’t even find one with accredited financial post-baccalaureate certifications and/or professional financial designations recognizable all over the financial sector. Paper pushers who don’t understand real financial analysis, government waste, business process re-engineering, business controls, labor costs, even productivity and efficiency, I think they manually read correspondence and type each keyboard key as if typewriters are the standard business technology and do low IQ computation as if programming was never invented, I guess they do not understand human error. As for tax law interpretation, I don’t think they have any attorneys who specialized in Taxation for example an undergraduate with a BS in Accounting then an LL. M. in Taxation and general JD while passing the California bar exam. Perhaps this organization needs to be divided even more into much smaller pieces, yeah, we know why BOE split. Going back to these non-lawyer public employees. Why would these people prepare customize written correspondence manually? This means there could be endless version of the same formal correspondence. If anything, the most specialized team of lawyers should be the one authoring or at least be the last editor for form letter master templates because you can have a complex correspondence that require a higher professionalism meaning bluebook format, legal code such as popular name, chapter #, vol. #, title, page, year of compilation since perhaps the CDTFA failed to fully disclose and/or cite the source or other more complex content problems. Locking lower-level employees form editing these prewritten master templates is considered standard business operations by higher and more professional multinational corporation operating all over the world. Outside experts perhaps have a slightly different interpretation of the law and/or very detailed tax implementation while CDTFA publications are their own interpretation. This means addressing the problem much earlier from general historical problems like from ‘rule servers’ or the use of list/table instead of billing the taxpayers’ fund for countless hours for counsel(s) defending CDTFA position in court(s) much later in the process. This is inefficient, nonchalant controls, government waste, and high turnaround time. “The devil is in the details” I don’t think they have any meaningful general Scientists, Technologists, Knowledge and System Engineers, or Senior Programmers. Plus, I don’t think they know how to automate such as input sequence that imitates keystrokes or mouse actions, control human errors, and increase productivity and efficiency even from the license they purchase such as word processing, spreadsheet, database, or email client. Forget about integrated narrow artificial intelligence or proprietary enterprise expert system, you don’t have to worry about corporate spies stealing this large organization’s business technology. Consider it lucky that Cisco, Google, Intuit, Agilent Technologies, Experian, Square, Facebook and etc. still reside here in California perhaps someday they will follow Tesla, Oracle, Hewlett Packard, CBRE Group, and Disney. As for small businesses some already left decades ago however now the rate of leaving is much higher.

I started a very small home based hobby business in 2018 and filed all of the appropriate forms/returns and paid sales tax and a district tax. In 2019 there was no business or sales. Do I still need to file showing zero sales?

Is sales tax due in the quarter received even if the product has not shipped?

No, it all depends on whether the product has been physically received or not. If you file quarterly, sales tax is due the month following the quarter when the product was taken possession of. So if it has not shipped, California does not see that as a completed sale, even if you have already received payment.
