Dmv is open by online reservation only and unfortunately reservations for learners permits are on hold (a few months back Dmv ran a pilot program to serve those customers who had appointments to get their permits before Covid 19 but have stopped taking reservations for this specific service with new online applicants; they are supposed to resume later this year but have not done so as of today. You have to check the DMV web site daily by clicking "make a reservation button; choosing the county of service then selecting a date to take the test". Right now the calendar dates are either crossed out or not showing due to dmv not offering this service; however, they are open offering other services. Just keep trying (stay persistent, good luck and you will be on your way to driving; please note that once you get your permit you have to wait six months until you can take the actual driver's license test so the sooner you get your permit the sooner you can get your license)!
