Nope, the Nwp pass is what you need. A discover pass is not acceptable. If you don't have a pass, its $5 for parking and there is paper for that at the spot.
I didn't pay for anything. I parked and took the shuttle to guarantee a hiking permit which was by donation, no set price. There was no snow anywhere near Dog Mountain, just pretty windy.
